The Naya Pakistan Housing Scheme Program was introduced to the nation a few months after Imran Khan was appointed as the Prime Minister of Pakistan on October 10th, 2018. This program aimed to construct 5 million houses for the lower-class majority of Pakistan who don’t have enough income.
Naya Pakistan Housing Scheme Program is a government-private partnership project aiming to build houses with sustainable resources. Where government-private partnership means that the government of Pakistan will hire private construction companies to build houses for the needy public.
You must be thinking, why is it specifically for the lower class? It is because the owners will have to pay only 10% of the total cost upfront. They will also have the leverage to pay the installments in the duration of 15 to 20 years. This won’t burden them as the easy installment method will not be worrisome at all.
Furthermore, the government will grant financial support to contractors and builders. So that the project may get completed on time. The progress of NPHP will be carried out in stages. In this article, you will find the information of the first two phases.
Phase 1 of the Program
Talking about phase 1 of NPHSP, it was initially started in the 7 districts of the country, including Islamabad, Muzaffargarh, Swat, Sukkur, Quetta, and Faisalabad. These are all the cities that haven’t gone through any noticeable development projects. The poverty rate is also higher in these areas.
NADRA is dealing with the registration part. As people can get themselves registered by submitting the filled-up registration form for NPHP to any nearby NADRA office along with the fixed registration fees. You are required to fill in the registration form with all the actual and right information because you get selected through the information you give.
After that, it will be on NADRA to verify and assess if the applicant is deserving or not by tallying the information they have provided in the registration form.
Phase 2 of the Program
In Phase 2 of the Naya Pakistan Housing Scheme Program, the project will run in 10 additional cities that are added to the list. The majority of these cities were also those that were in dire need of construction projects, due to the population increasing affecting the poverty rate. Sialkot, Kasur, Vehari, Layyah, Bahawalpur, Jhelum, Lahore, Gujranwala, and Multan are those cities.
The registration process will be the same, the public will have to fill and submit the form to the nearby NADRA office and they will be assessed for eligibility through the given information in the records.
Eligibility Criteria
This plan is specifically for those who don’t own a house and can’t even afford one. PM Imran Khan introduced this for such people so that they will have their own roof to stay sheltered.
Keeping in focus the poverty rate in Pakistan, one only has to pay around 15-20 lac for one unit and they can pay the amount in easy installments in 15 to 20 years.
The eligibility is not very strict, one should have a Pakistani CNIC. Besides that, there was another term to be eligible for NPHP. That you should not be the owner of a house already at all. Only Deserving people will get benefit from this.

- Fill in all the blanks and boxes in the registration form
- Attach your 2 passport size pictures
- Attach a copy of either your personal CNIC or NICOP card
- You will also have to pay 250 Rs. registration fee. Note that it is non-refundable money
- Then finally, register your form either through NADRA’s e-sahulat or online registration
